I do all the things required, line up 'tweets' search for people with the right keywords, check who is following and who is not. However at the end of the day, when I look at the stats for the website, twitter referrals are pretty negligible. It just seems like a whole load of people (myself included) promoting their business and no-one ever looks at it! There is a whole industry built around 'add on's' lots of them free. I really don't get it either.
